Windows' USB selective suspend feature is designed to power down idle USB devices to extend battery life on laptops. Integrated webcams sit on the same internal USB bus as everything else, and some driver and firmware combinations misreport the camera as "idle" moments after a video stream starts, triggering exactly this kind of premature suspend-and-reconnect cycle.

A smaller number of cases stem from an outdated or mismatched camera driver instead, which is why the second fix below targets that possibility directly if the first one doesn't fully resolve it.

It's worth noting this specific symptom is far more common on integrated laptop cameras than external USB webcams, since integrated cameras typically share power management with the rest of the laptop's internal USB controller in a way that a separately-powered external camera does not. Fix 1: Disable USB Selective Suspend & Power Saving

Step 1: Open Power Options.

Search "Edit power plan" in the Start menu, then click "Change advanced power settings."

Step 2: Expand USB settings → USB selective suspend setting.

Set both "On battery" and "Plugged in" to Disabled.

Step 3: Open Device Manager

And find your camera under Cameras or Imaging devices.

Step 4: Right-click → Properties → Power Management tab

And uncheck "Allow the computer to turn off this device to save power," if that tab is present for your specific camera.

Fix 2: Reinstall System Camera Drivers

Step 1: Open Device Manager

And locate your camera again.

Step 2: Right-click → Uninstall device

And check "Attempt to remove the driver for this device" if offered.

Step 3: Restart your PC.

Windows will automatically redetect the camera and reinstall a fresh driver on boot.

That means Windows can show camera access as fully permitted while the antivirus software blocks it anyway, at a layer Windows has no visibility into. Check the antivirus program’s own settings, usually under a Privacy, Webcam Protection, or similarly named section, and confirm your browser or conferencing app is on its allow-list.

How do I re-enable my camera in Device Manager if it's disabled?
