What Actually Causes the Delay
Switching between two already-open camera devices instantly is not always possible in a browser — opening a "cold" device from scratch requires the OS and driver to renegotiate a capture format, which is the delay this test surfaces. Real multicam switching software faces the same underlying hand-off, which is exactly why it matters for choosing your hardware.
